On Stardate 43989.1 Captain Picard was captured by the Borg, which transformed him into "Locutus" the Speaker. Locutus was constructed by the Borg to act as a middleman with the federation. The Borg was able to gain access to Picard's knowledge of the Enterprise and the inner workings of Starfleet. Locutus also possessed robotic abilities. His electronic enhancement hoses allowed Locutus to tap into the Borg collective mind, or to recycle feedback from his immediate environment. Picard was eventually rescued from the Borg, but has no conscience knowledge of his actions as a Borg.
