A mob boss with champagne tastes and a love for the high life, Lips is a gangster ringleader who rivals, and almost equals Big Boy. He enjoys having his enemies knocked off almost as much as he enjoys the beautiful dolls he drapes on his arm.
Cocky and cold-blooded, Manlis insists on having his victims roughed up and rearranged with style. He controls all the booze and betting on his side of town, but Big Boy already has plans for Lips’ cut of the dough.
