How many customs can we submit per day?

I thought it was 3 but now it tells me that I can only submit 2! Is there any way to get around this other than donating money? I'm not trying to be cheap but I'm 14 and don't have a job or anything and really can't efford to donate money. I do plan to donate when I'm older and get a job.
