I don't think it ever was. It's from a claymation movie called "Adventures of Mark Twain" that came out in 86. There was only a limited release of the film, so people basically forgot about it until it was released on DVD in '06. Other than the title of the Youtube video, I can't find any info on it ever being banned by anyone.
