Help me ID this guy please

I have this action figure from the late 60s. His arms bend, legs bend, his boots can be taken off, his hat can be taken off, and his clothes can be taken off.

He has no marks and no scar on his face.

On his back it says "Made in Hong Kong No. 2012"

On the front of his shirt, there's what appears to be "Fighting Tank"; some of the letters are faded though.

He is in mint condition.

I'm wondering if he's a G.I. Joe?

It could be a Joe, but I am wondering if that is an early "Big Jim" or "Action Man", they were kind of a cheap knock-off of G.I. Joe back in the 60's and 70's. I went through several Big Jims because their heads kept snapping off (back then customizing/repairing was not even a remote thought). The Big Jims that I had were a little more contemporary than this, it seems like they had a 70's hair style, and they were less military-like and more adventure themed.
