Mystery Figure...any info?

I am needing a little help with an action figure I saw at a local traders market. It was on display, OTB, but looked very detailed. Couldn't tell if it was plastic or resin. The description is as follows:
Approx. 10 inches high
large bulking robot/cyborg figure
maroon tone skin/suit
large gatling guns mounted on both arms, ammo fed from circular cannisters mounted on shoulderblade area
No face, only helmet with yellow/orange visor covering face from chin to top of the head.
Standing on rubble-esque base. Noticeable motel sign at feet. Think it rea Wynn or Gwynn Motel.

That's all I got...any leads would be most appreciated.

maybe its not a main stream fig like an off brand toy thats why you cant gather anything
