Fixing Loose Mattel WWE Shoulders?

Any way to fix a loose shoulder on a Mattel WWE Elite figure without cracking it open? The hinge part is nice and tight but the arm swings very loose on the swivel. This is real hit and miss too, some figures are like that, some are not. When I get a loose one, I hate it!
