It doesn't. He's gamma powered, like the Hulk. Just not a huge Gamma Bomb's worth. You're thinking of the Samson the biblical character.

But both on marvel.com and on comicvine, on the power section says that it is proportional to the lenght of his hair, and doesn't explain why.

yeah, i was under the impression that he is stronger when his hair is longer... but some recent comic books with him in them seem to be saying other wise.
