Nope, I think as long as there are at least 2 registered people on the site it becomes active....although I'm not sure about that theory.....

Nope, no scheduled times. We tried doing that a couple times but nobody ever showed up. The chat is always active, but that message only appears on the site when someone is sitting in the chatroom waiting to chat.
