Careful you don't raise his expectations of it too high. Any movie will suck if everyone talks too much about how amazing it is. He should check it out though, good movie but not the holy grail of movies or anything.

That's a bit of a hard question to answer since it's not set up like a normal movie. It's split into segments and the segments don't go in chronological order. It follows the lives of 2 mob hitmen, a mobsters wife, a crooked boxer, and 2 thieves robbing a diner. The appeal of the movie is mostly the dialogue and the character interactions rather than a main plot. Each of the segments has it's own plot, and they sort of weave together.

Green skin I know but with movies its all based upon opinions so who's to say it isn't the Holy Grail of film if nothing I would say its def required watching to any film freak.
