How does the Wizard of Oz

How does the Wizard of Oz relate to politics? I have heard that Baum wrote the Wizard of Oz in response to his political views. I'm sure every character is a symbol of some political group or person. Can anyone elaborate on this theory?

Rumor has it he based the wizard on the president of the time. Its also rather fitting that it has such political views in the movie given that it was during the depression era and was one of the first technicolor movies most people saw.
