This blog had a series of posts called "Cancelled Action Figure Cavalcade" that discussed a variety of cancelled toys. Granted, some of them are based on properties and characters that have figures from other toy companies, but there are still plenty of them that, to this day, have never seen an official release in plastic from anyone. I'd be particularly excited to see some of the Earthworm Jim characters finally get some love! There are three full pages, so make sure to check them all.

Topless Robot has a couple of lists as well. Some repeats, but click through them all, you might find something that catches your eye.

Also, have some Superman, Muppets, Pirates of Dark Water, and of course, NECA's TMNT wave 2.
