Need help ID'ing an old figure

I'm trying to figure out the manufacturer of a couple 12 inch figures I used to have. I haven't found anything on the internet about them so far but I did find a picture of one that is being sold on eBay. The seller doesn't know anything about it though.

The face looks like Roger Moore to me but as you can see the cloth jump suit looks like it would belong to The Punisher.

I thought it might be Mego as well, but Mego never made the Punisher :?

Never seen this anywhere, but it reminds me of them "knock off" toys that get produced in countries that tend to be shielded from copyright infringement...
