This is a SWAT bot from the Sonic the Hedgehog cartoon, also known as SATAM. I had to cut off a bunch of bits, such as the gun holster, various items on his belt, part of the shoulder pads, and other stuff to smooth the figure out. The head is a dome piece from a VERY old building toy called "ZAKS" stuck over the figure's original head. I had to make the head twice because the first time the plastic dome warped under the heat used to cure the clay and part of the face fell off. I always preferred the black color from the cartoon over the white and gray colors from the comic because it looks more sinister.
