Monica Turner was Shocker's landlord, and after one of the several detentions of Shocker, she proceeded to search Shocker's room to try and find some hidden haul to compensate the never paid rent. Instead of a booty, she found a old suit from Shocker, which she adjusted and repaired (as she knew of Shocker's secret identity) to fit her and she began a new criminal career more rewarding than being a landlord (as you know, all landlords have a evil side!).
