When I think of a government agent I think of a guy in a black suit (james bond style) not in blue tights and white straps/boots. And I remember reading some old nick fury comics where he appears in a black suit so I based it on that. I had a leftover DCUC superman head and it looks a lot like david hasselhoff and the hoff played nick fury once so it was a perfect match.
The suit was painted in a dull black, shoes glossy black, and sculpted the front of the hair to match fury's.
