I had this guy's toy from the 5" X-men line, and he was one of those toys that was cool enough that I ended up buying a lot of comics with him in it. He had the ability to counter mutant powers with his protoplasmic body, though he usually just used that power to turn his arms into giant guns. Turned out he was a teenager and he was just passing himself off as a giant bounty hunter!
