Jessica Drew's origin is quite murky, even she isn't sure what happened! What we do know is that she has been an agent of both HYDRA and SHIELD before joining the Avengers.
This is another of my old customs, made before the ToyBiz figure. The base is Black Widow. Morbius donated some hair for a transplant. Details on the costume are from rubber and label tape.
