Basically, this is Luthor as he first appeared in Action Comics #23 (Apr, 1940), where he is a wily genius residing in a flying city suspended by a dirigible. Having taken control of several European countries through his machinations, he tries to provoke a war between the two fictional nations of Galonia and Toran with the help of a crooked General who he kills for betraying him, planning to set all the nations of the world at war, but is stopped by Superman.
This was a fairly simple custom to do. I used the boil and pop method to remove the Daniel Jackson head and then commenced a full repaint of the figure, and then heated the neck under hot water to reattach the head. Afterwards, I did some minor paint touch-ups on the figure, and TA-DA...Luthor as he first appeared in Action Comics #23!!!!
