Warhammer 40,000...actually. The Imperial Commissar was made using a Mattel WWE figure. Legs were repositioned, sculpted all of the costume and details. Modded an M16 for his bolter and built the chainsword from random materials until I was satisfied it was tough enough.
the sculpted details are also perfect. clean and crisp paints too!
not familiar with the character but this here is a great looking custom.
