Ah, Albert Wesker... probably the closest thing the Resident Evil series has had to a recurring villain... y'know, because he wouldn't DIE! He's quite a conniving SOB, too. Despite that, or because of that, he's very well-liked by the community (in the real world, that is).
This guy's just a Snake Eyes fig from the movie with a Duke head from Renegades. Sculpted sunglasses and a fresh coat of paint on the hair (the original looked like he was balding), and he's ready to throw down with anyone that comes his way.
