I know there's already an existing Nick Fury made by Hasbro, which is also made up with a GI Joe body, I still find getting it with the Iron Man Box set too pricey, so what I did was I decided to make my own version of it.

I already bought a cheap mace windu star wars figure back then, I cut his head off, make a peg hole and fitted it on my breaker body, sculpted the details added the trenchcoat from commissioner Gordon DCU figure, and a full repaint. presto!
