Very simple the top half is the Bela Lugosi Dracula figure with sculpted shirt and hair, chopped off his arm. added fabric to make his lab coat. i cut a piece of plastic with an exacto knife for his glasses.

hs lower half is from the Samuel L. Jacksons shaft figure

The resemblance to actor Rhys Ifans is great, however one thing you could improve on would be his arm stump: perhaps you could make the fabric of the shirt sleeve go over the stump instead? That way it won't look like the stump is actually part of his shirt.
