This is the cowboy of the Forever People, Serifan! It started a a Movie Masters Joker Thug I had in the fodder bin and I added on the arms of a Phantomex figure since he had the cool arms I needed and the guns that looked kinda futuristic too. I was able to get prototype of Lightning Lad from the Legion of Superheroes box set for 10 bucks and the head worked well for this, so I used it. The scarf is from DCUC Boomerang and the hat is from Marvel Legends Logan. I did not have the patience to draw all the lines on his shirt, sorry..
