Fantomas is a comic strip character created in Mexico in 1966 from the French original, 1911 by Allan and Souvestre but with its own characteristics. The Editorial Novaro his cartoons published in a variety of sizes and layouts until the late 80s. Was a great success at the time. I was a big fan of that comic.
The head is from captain America, body from Uncle Sam and a cape.
