Kurt Busiek's Astro City is definatly one of the greatest comic books ever, and a company in the mid 90's did produce a Samaritan and Confessor figure. Each had cloth capes but little articulation.

I picked up a mint Confessor figure on a website for $1.50 and my local TRU had Longshot for $5.00.

Head - ML Bullseye with sculpted mask
Body - ML Longshot
Cloak & robes - Original Confessor
Hands - Original Confessor

Now my Confessor is fully poseable!
