Basically, this is Lex Luthor as he appeared in Superman #13 (Nov-Dec, 1941). He sets himself up as this character known as the Light who uses hypnotic lights and mind control devices to take control of government officials in an attempt to take control of the the U.S. Government.
This was a fairly simple custom to do. I removed the Anubis head from the existing body and dremeled down the neck just a hair (I also, in the process, had to deepen the neck cavity to accommodate the new head). Using a small string of milliput, I created a new collar to more closely match the one that Lex had as the Light. Afterwards, I repainted the cloak a medium purple, and the neck a caucasian skintone to match the head. Once the paint was dry, I popped the new head on, and added the goggles from a Buffy the Vampire Slayer Spike figure, and TA-DA...Lex Luthor as the Light!!!!
