Wraith, from the Annihilation Series from Marvel Comics. This was work, and let me tell you, I had NO CLUE who this character was. Lucky for me, we were working the Toronto Comic Con that weekend, and found ample source material! I used a generic body, not sure if it's Daredevil or Bullseye, he was painted black in the fodder bin when I found him. Gave him a nice head with some flowing locks, and gave him those skunk streaks. I stole a poncho from a LOTR character and after that paint, apoxie and sealer. Enjoy!
