He was a loose figure I picked up with a head that looked either infected with lice or a poster child for the Hair Club for Men. Since he is supposed to be Falcon's brother I took a permanent marker to his head and eyebrows. I got an extra Flint uniform and used a green fabric marker on it and a hat from the green Beret mission set. I used some of the other accesories from the set as well. the tie and backpack came from one of those generic dudes. The shotgun came from another of those ko guys too. I believe I bought that figure just to get the shotgun if I rememder correctly. Another one I forgot I had.
