If you have painter's tape or some masking tape you could apply that to the figure, and draw your lightning bolts. Then very carefully cut the shapes out with an exacto knife or other sharp utensil. Peel off the tape on the inside of the cut, paint, and remove the remaining tape. Thats the best way I can think of to get nice clean lines.

I'd probably cut the shapes out of clear plastic (I'd go with a blue-tinted one for electricity, there's different sports drink that come in that color). Draw the lightening bolts on paper, cut 'em out, glue them onto the plastic, cut the shapes out, peel the glued paper off and then wash any glue/paper left on the plastic with water. Now, as to attaching them to the figure: You could make some small incisions and individually insert, and glue, the narrow tips into the head, or, you could attach the individual bolts into a central ball structure and then attach the ball to the head--that'd probably be the route to go if you want it to be removable. I'm sure there are other ideas/approaches, but that's how I'd do it. I did a similar electric burst for a Final Fantasy monster one time, but I sculpted that one, I didn't cut the bolts out of plastic, here it is if you want to see:

It's still basically the same construction principle.

EDIT: Perhaps I misunderstood what you were asking, were you referring to the costume elements? I thought you were talking about the head emissions.
