If you go in the GI Joe/Build N' Brawl size, I'd recommend this place to make a head of you. They do very impressive work in that scale.

realistically, I don't think what you are asking is possible to do in large numbers. Getting a company to make molds and cast many figures, like other people here have suggested, will cost a TON (like $10,000 minimum depending on how many you are looking to get made). It takes so many small parts to make each and every action figure so many, many molds would have to be made. If you are wanting like 50-100 or more figures, you better have really deep pockets.

If you are just in need of a few, like 10-20, then you may be at the right place. There are many different wrestler action figures out there so maybe if there is one that looks like you, you could buy a bunch of them and someone could make a head that resembles you. Then, that person could get the head casted so they have multiples and then attach the head to each of the wrestler bodies. Then, with some paint it could look just like you. Packaging like actual toy companies have would be basically impossible for a single person to do but I think a plastic baggie with a cardboard card attached to the top could be done.
This is what I am talking about:

Perhaps you could provide a pic of yourself. Then people could see what figures have the same body type that you have.

If you are interested further, feel free to PM me

This seems like the best possible solution. Get someone good like loosecollector to make a single custom for you, then find a toy company to make molds, other than that I only have one suggestion:

Make them 1:18 scale. THis means they'll be the same size and the WWE Build and Brawl figures, so if people buy your toys, they fit in well with the mass market ones
