GI Joe head and neck

Hi, What's a good method for attaching a GI Joe head with a hole that is slightly bigger then the ball jointed neck? The head I want to swap is not firmly attached to the body and it keeps flying off. :/

I don't have any hot glue, so I used Elmer’s HiTech Adhesive Stix All that I had laying around to fill the hole. I cut the tip off a toothpick and stuck it in the middle of the glue filled hole. I let it dry over night. After drying I removed the toothpick and popped the head on the figure. The head fits securely on the neck, is fully poseable, and removable.

I would fill the whole with hot glue and drill a new hole that is the proper size.
