Marvel legends scale head

The WWE figures are usually too big, but some of them are smaller than usual and will work. Adding a bunch of hair may help hide the size of a head that's too big though

Wrestling or perhaps the old LOTR figures are a good fit

Might should look into some Wrestling action figures. They are probably around the right size and many of them actually have long hair like William Wallace had. Tons of them could work. Google image search for Wrestling figures and just browser for long haired characters that you could slap some blue paint on their faces. Hope that helps.
