What is that clear sticky putty stuff called?

Action Figure ChatterYou know how when you get a credit card it has a line of clear sticky goo holding it onto the paper? What is that stuff? I'd like to get some to use it to keep accessories on action figures.

Glue Dots work well to keep things attached to a figure's body. There are many variant sizes, shapes and packages, but to simplify for our purposes there are Removable and Permanent versions:
•The Removable can be reused and doesn't damage fully cured paint or leave residue. It can hold shoulder pads in place, you can stick guns or swords to a figure's back, put pouches on their belt, etc., and it stays flexible enough that the part can move. If you're careful you can remove the attached item while leaving the sticky bit intact, so you can stick it back on later.
•The Permanent has a stronger bond, I think this will tear up some paint if you try to remove it. Not sure what I can use this for yet but I'm looking for an excuse.
•There's an Advanced Strength version but it's overkill.

If I might ask, why don't you glue them on or use magnets?
I want to just stick a little piece of goo on there to keep things like shoulder plates in place. That would make it flexible enough to let the part move if it has to while still remaining stuck on.
Looks like a product called "Glue Dots" might work, or something called "nanotape", both are cheap so I'll give them a try.
There's also poster putty, though I'm worried about that causing stains or leaving gunk.
In the past I've attached small straps to holes that I drilled in the space between the neck and shoulder, then glued the shoulder plates to the straps.If your idea doesn't work you can always try that.
