Need help IDing cyborg looking figure

Hello!

I cannot figure out who this guy is. There are no markings or date stamps that I can find. It is about 9-10 inches tall. Very detailed and has multiple points of articulation. Might be a McFarlane? My first thought was that it is a comic character but now I'm leaning toward manga/anime character? Any help would be greatly appreciated!

That is Monev the Gale from Trigun. Seems like it was made by Kaiyodo.
