Unknown Action Figure with Special Force body parts

Hello everybody!

I am stuck with finding information on this action figure. He has identical body parts to the Special Force wave of figures from Sungold including the character Blue Sky.



Here it is being sold as a Dino Rider but this is incorrect. As you can see the figure is the same mould as the Special Force figures from the neck down.

Can anyone shed anymore light on this little mystery...?
