How to add missing figure from line or new figure line?

Hi all!

This may be a silly question, but I'm struggling to find where/how to add figures to existing lines that are missing a character model or add lines that aren't here in the first place.

Sorry to waste time if it's already listed somewhere, I just cannot find this info to save my life and a lot of my collection isn't listed, but I do know the years/names/brands of them, so I COULD add them if I could find the dang feature.
