Newbie needs help identifying a figure.

Completely new to the forum and wondered if anyone could help me identify a figure, I bought a job lot of He-man vintage figures at a toy fair and at the bottom was an unidentified mattel figure stamped 2002. It is a black human figure with blue tatoos on its skin silver gloves and silver shorts it has a metal looking neck, at first I thought it could be a star gate kinda character I'm sure I have seen it before but can't identify it anywhere. It has a long stick between its shoulders which activate its right arm. Any help would be a great help!!! Im a new collector and need help
