TMNT Shredder Toy

So... my fiancé sent me up into her mum's attic a few weeks back to help clear out the accumulated stuff of a few decades, and hiding in a corner I found an old Shredder figure which had somehow escaped her childhood unopened. But I can't for the life of me figure out what line it came from - the packaging doesn't fit either the 1990 or 1994 versions on this site, but the presence of a collector card and the lack of a bio blurb on the back doesn't tell me much. Can anyone shed any light on this? I get to open it if it's not worth too much. If it is, I have to buy it first
