1) Wrap a layer of the tape, sticky side out, around the gun's barrel/body, leaving the handle and back of the gun free so that you can pull the gun from the holster.
2) Wrap a second layer of tape, sticky side down around the first (the sticky sides of the two layers should stick together, so that you have non-sticky surfaces on the interior and exterior of your holster).
3) The rough holster is now complete. Cut it down to the size/shape you want, as necessary, or to remove any tape edges sticking out. You can now add additional layers of tape to thicken it up, add details with other media (like the modeling compound of your choice), etc.
An alternative method of making a holster is to cut out two identical flat panels, in the shape of the holster, from some sort of thin medium, and then glue/sew them together around all the edges but the top, to create a pocket for the gun to slide into.

It's pretty easy to do.
