Can anybody recomend a MLish scale female figure in a dress or similer, that has at least arm and knee articulation?

I ended up having to make a dress out of vinyl ( from a fabric store) for one of my older figures who wore a black mini skirt. You could use any fabric for a dress you want.

The Buffy figs are great, and I think there are lots of them in Europe? At least more common than in the US.
