Yes! Brilliant! Drill straight through the shoulder itself, you won't damage anything because there is a ring in there so you're just drilling through empty space.
Well you can drill a small hole in the shoulder and in the weapon then insert a small metal rod. Fasten the rod to the weapon but only put it in the shoulder. That should allow it to swivel.
