Neck peg help

Hey I am trying to pull a head swap but when I popped off moon knight and batman beyond head things really didn't work out and I don't own a dremel
Any suggestions Im trying to make a gift for my older brother
see what I mean
-batmans peg is way too big

I have this problem a lot myself, so I can only really suggest that you get a dremel as they are definetley worth it or you could always sand it down but that would take a hell of a long time, the only other option I can think of which does work as I've done it myself would be to cut the peg off, drill a little hole, glue in a screw and then use apoxie or whatever you got to sculpt it to the shape you need.
