contest questions/ideas

I was wondering who picks the contests in the realm, because I think we should do a contest based on yellow characters, just to be a challenge. Any character, as long as their outfit is primarily yellow. Either that or a most obscure character contest, customs of your favorite obscure character. Any other thoughts?
