sanding question

I'm using the arms off the WWE figures you see at walmart fairly cheap. I had to use my dremel to sand them down a it and it left the material rough. I tried sanding but it didn't help. When I painting to see if the paint was even close to the skintone I noticed that the skin has a smooth uniform look. Any ideas how how to get it to match that look better?

Sand the hell out of it. Start with the lowest grit you have and work it all the way to the largest. This should get it to be super smooth. When I'm doing this I start with grit 50, then I move onto the others in this order. 100, 150, 220, 400

After I sand a erae I usaly rub a litle bit of schulpt into it to get it smooeth again. Put water on you fingerse and rub the schulpt so it seaps into all the litle cracks. Hope this helped.
