New Darth Vader Signature mess up

I used to collect star wars toys back in 95-00. I don't any more, but I do collect Yoda and Darth Vader toys. I bought the new Darth Vader Signature action figure. I went to Target the following week and found a bunch of them, and the one I bought did not come with a light saber and the extra helmet. Instead it has a blue ball of lightning. Is this a factory flaw?

Someone proly carefully opened it, slipped out the accessories, and slipped in some crappy acessories then resealed and returned it. Target is stupid that way.
