painting stubble

I'm working on making a figure of "Dutch" from Predator and need help painting his stubble before I paint the camo paint on his face (another challenge in itself).

That's what I was thinking. The camo paint is giving me issues too cause all the photos I have stink so I'm fudging it a bit and making it a bit more accurate since in the movie he kinda didn't do a good job applying it.

I've never done this before but I would think the best way would be a dry(very)brush stippling. That's what I would try. Good luck.
