Avatar Roku base figure?

Avatar Roku base figure?

I was wondering what would be a good base for a 6 inch Avatar Roku (from Avatar the last airbender) custom? My only thought is the face off ML Mandarin figure, the problem is that the figure's articulation is hampered by it's robe.

You could always make a robe made out of fabric. The robe Roku wears doesn't look that complicated.
