I take a rubberband ( as the belt or arm band what have you) and then I sculpt patches on it. I do this by making a small square. Then impressing a small divot maybe 1/2 centimiter from the top. Then using that depression to create the over lapping upper lip of the pouch. Sculpt details as necessary. Check out my hips page to see some exames but pirating pouches is also a good method!
I feel like most people pirate pouches from other figures. There are a ton of generic Army figures with pouches of all varieties. If you are only going to be happy with hand-made pouches, get your self a bakeable or self hardening 2-part modeling compound (clay) and start by forming blocks that fit the size and shape you need. Cure/harden them and then go back and create details with either more compound or pieces of thin plastic, vinyl, paper or thin card stock cut to shape and glued in place. When you have the base block and details done mount them on the figure and paint away.
