Part identify

I really love the Snake Eyes version 4 / comic ninja look. That version hasn't gotten any love from Hasbro since 1991, so I thought it'd be cool to have a 6" version to fit in with my Marvel/DC collections. There's a cool one on eBay that caught my attention. Since I'm new I can't post the link however if you type 'CUSTOM GI JOE MARVEL LEGENDS ROC ARAH 25th SNAKE EYES' in the eBay search field you'll see it (it's the blue/black version for those unfamiliar).

It's pricey so I've decided to make it myself, but I don't know where the vest is from. If anyone knows and can point me in the right direction, or if there's another vest from a different figure you think would work I'd really appreciate the info.
